Environmental Infrastructure Loans
Loan Products

There are three types of environmental infrastructure project loans:

New Jersey Environmental Infrastructure Financing Program (NJEIFP) Loans. Long term financing is available through an NJEIFP Loan for project construction and related costs. Click here for more information.

Planning and Design Loans are available to finance up to fifty percent of eligible engineering and design costs required in the initial phases of project development for projects anticipated to participate in the NJEIFP. These short-term loans are payable in the event a project does not receive an NJEIFP Loan.

Emergency Loans are available for emergency repairs to environmental infrastructure not currently seeking an NJEIFP Loan. Emergency Loan recipients are required to work with Program staff to develop an asset management plan. These short-term loans are payable in the event a project does not receive a NJEIFP Loan.

IMPORTANT PROGRAM CHANGES FOR SFY2014

To apply for a New Jersey Environmental Infrastructure Financing Program Loan, project sponsors must comply with the Initial Submission (Letter of Intent and Planning and Design Document) and Loan Application requirements (State Loan, Project Design Documents, and Trust Loan Application) as set forth below.

NJEIFP Loans - Initial Submissions

Background. The submission of a letter of intent is the first step to securing an NJEIFP Loan. All application related forms are now required to be submitted through a secure website. The NJEIFP Letter of Intent Submission process has been modified in recognition of (1) the need to maintain accurate project sponsor information, (2) the reliance of many project sponsors on consultants to assist in completing of online forms, (3) the necessity of ensuring online forms are submitted by the appropriate individuals. Submitting your letter of Intent: The Authorized Official will login to http://www.njeit.org/njeifp and thereafter, designate the Authorized Representative. The Authorized Representative will login to http://www.njeit.org/njeifp and thereafter, create the Letter of Intent and designate the Engineer and bond counsel.

NJEIFP Loans - Loan Applications

Each Applicant is required to submit two loan applications: a State application and a Trust Loan application as well as a Local Finance Board application, Sizing memo and Pro Forma Debt Service Schedule as set forth below.

Instructions:
The following application requirements apply to all entities seeking project financing in the SFY2014 Financing Program. All Project applications, plans, specifications, and technical design documents (Complete Application Package) received after the stated deadline shall be bypassed for funding in the SFY2014 Financing Program.

Submission Requirements
Only online State Loan Applications will be accepted. Only Authorized Representatives will be able to submit applications. A single form of application will be utilized for each project. An electronic submission is all that is required for the State Loan Application (Plans/Specs/Technical Design Documents must be submitted electronically with hard copies to NJDEP ).

NJDEP requires submission of 3 hard copies of plans, specifications, and technical design documents. Please send to the following address below:

An electronic version must be submitted to the NJEIT. The hard and electronic copies must be received by the NJDEP and NJEIT by the stated deadline. The PDF documents can be sent to the NJEIT by uploading to an applicants' online folder located on the Authorized Representatives njeit.org home page.

NJEIFP - Interim Project Loans
Interim Project Loans are available exclusively for projects seeking bridge financing between project preaward approval and closing of the permanent project loan.  Pre-award approval is issued upon an applicant’s compliance with all program requirements and permits. While Project construction is the primary activity to be financed under the Interim Project Loan, a portion of the financing may also be utilized for the cost of planning and administrative expenses. Interim Project Loan Financial Addendum Form (Interim Project Loan FAF) Applicants should submit the Interim Project Loan FAF no later than 45 days prior to the date which loan disbursements are desired. If you seek an Interim Project Loan prior to April 1, please contact the Trust at 609-219-8600.

Planning and Design Loans
The NJEIT has developed the Interim Planning Loan program to provide financing for early stage project engineering costs incurred in completing environmental planning and engineering design work (P&D costs). Interim Planning Loans may be secured for P&D costs at any time throughout the calendar year (subject to compliance with program requirements). These loans are for projects that are anticipated to secure a NJEIFP loan.

Emergency Loans

Emergency Loans are avilable for the emergency repair of environmental infrastructure facilities for which an application for an NJEIFP loan is not currently under review. Although Emergency loans are typically for temporary repairs, the varied and unique nature of emergencies require a deterination based on the facts of each application. By their nature there is no application schedule for emergency loans.

Each emergency loan must be declared to be an emergency by the Department of Environmental Protection.

Each recipient of an emergency loan must agree to develop an asset management plan.
