General Program Loan Form Information

To apply for a New Jersey Environmental Infrastructure Financing Program Loan, project sponsors must comply with the Initial Submission (Letter of Intent and Planning and Design Document) and Loan Application requirements (State Loan, Project Design Documents, and Trust Loan Application) set forth below.

Initial Submissions

Each project sponsor is required to submit a Letter of Intent and Planning and Design Document. Only the Letter of Intent may be submitted online. You may access form instructions by hovering your mouse over or clicking on the yellow-colored icons. You will need an email client program on your computer (e.g., MS Outlook) to email a Loan Request Form. Web-based email accounts (e.g., yahoo.com, gmail.com, hotmail.com, etc.) will not work. (CLICK HERE for information on how to submit PDF forms with Web-based email.)

Submission of Letters of Intent online is mandatory. If you are unable to use the online forms, please contact the Trust for an alternative submission method. Receipt of Letters of Intent will be acknowledged by an auto-response email. Please call 609-219-8600 if you have any questions or problems with the forms.

1. Letter of Intent
The submission deadline for 2010 Financing Program Letters of Intent has passed.

An entity seeking a loan is required to submit a Clean Water or Drinking Water Loan Letter of Intent based on the nature of the project.  Contact the NJDEP Bureau of Financing Construction Permits at 609-633-1169 if you are uncertain which form to submit.  Submission of online Loan Letters of Intent is strongly encouraged and requires an NJEIFP issued Personal Identification Number (PIN). *Wastewater, stormwater, remediation, landfill closure, land preservation, dredging and related equipment such as vehicles, security and alternative energy equipment utilized for an eligible project.

2. Environmental Planning Document
The document submission deadline for the 2010 Financing Program has passed.

Note: the following Summary Sheet provides general information and additional information is available at N.J.A.C. 7:22-10.2 et seq., and the NJDEP Bureau of Program Development and Technical Services (609)-633-1170

Loan Applications
Each Applicant is required to submit two loan applications: a State application and a Trust Loan application as well as a Local Finance Board application, Sizing memo and Pro Forma Debt Service Schedule as set forth below.

STATE LOAN
The 2010 State Loan Application is due on March 1, 2010. Plans, Specifications and technical design are also due on March 1, 2010. Project applications, plans, specifications, and technical design documents (complete application package) received after the close of business on March 1, shall be bypassed for funding in the 2010 Financing Program. Note also, that in addition to the paper copy submitted to the NJDEP, an electronic copy of the complete application package must be submitted to the NJEIT in electronic format.

All electronic submissions must be on CD or DVD in either PDF, TIFF, or JPG format.  Costs incurred in preparing electronic submissions are deemed eligible expenses for certified projects.  Paper submissions to the NJEIT will be rejected.

While an individual loan application is generally required for
each project, a project consisting of one clean and one drinking water loan may be included in a single State Loan Application.

Interim Planning Loans

The NJEIT has developed the Interim Planning Loan program to provide financing for early stage project engineering costs incurred in completing environmental planning and engineering design work (P&D costs). Although Interim Planning Loans maybe secured for P&D costs at any time throughout the calendar year (subject to compliance with program requirements), the program was established to provide financing for P&D costs for projects not seeking NJEIFP financing in the current program year.

Interim Project Loans
Formerly known as Interim Financing Loans, Interim Project Loans are available exclusively for projects seeking bridge financing between project preaward approval and closing of the permanent project loan.  Pre-award approval is issued upon an applicant’s compliance with all program requirements and permits. While Project construction is the primary activity to be financed under the Interim Project Loan, a portion of the financing may also be utilized for the cost of planning and administrative expenses. Interim Project Loan Financial Addendum Form (Interim Project Loan FAF) Applicants should submit the Interim Project Loan FAF no later than 45 days prior to the date which loan disbursements are desired. If you seek an Interim Project Loan prior to April 1, please contact the Trust at 609-219-8600.
