Overview

To apply for a New Jersey Environmental Infrastructure Financing Program funding, project sponsors must comply with the Initial Submission (Letter of Intent and Planning and Design Document) and Loan Application requirements (State Loan, Project Design Documents, and Trust Loan Application). These requirements apply to all SFY2012 program loans (including Barnegat Bay Storm Water principal forgiveness loans). This page pertains only to the Initial Submission Requirements. Letter of Intent

The revised submission deadline for State Fiscal Year 2012 Financing Program Letters of Intent is March 7, 2011.

The NJEIFP has received numerous Letters of Intent and Environmental Planning Documents pursuant to the original deadline of October 4, 2010 for participation in the SFY2012 Financing Program. In an effort to increase the number of projects funded in SFY 2012, the NJEIFP is accepting additional projects by extending the Letter of Intent deadline to March 7, 2011 all projects. Please note: Letters of Intent for Barnegat Bay storm water projects are also due on March 7, 2011.

Letters of Intent received after the above deadlines will render a project ineligible to participate in the SFY2012 Financing Program.

PIN Numbers: A letter of intent is required for each project you are seeking an NJEIFP Loan. If you submit multiple Letters of Intent for different projects using the same PIN number all but the first submission will be accepted. PIN numbers must be requested online. CLICK HERE to request a PIN. PINs are typically issued within the same business day of the request.

Two Types of Letters of Intent: A Clean Water Letter Intent is to be utilized for land preservation, wastewater, storm water, remediation, landfill closure, land preservation, dredging and related equipment such as vehicles, security and alternative energy equipment utilized for an eligible project. Detailed information regarding the Clean Water Financing Program is set forth in the Proposed Federal Fiscal Year 2011 Clean Water Intended Use Plan.

A Drinking Water Letter of Intent is to be utilized for any Drinking Water project. Detailed information regarding the Drinking Water Financing Program is set forth in the Federal Fiscal Year 2011 Drinking Water Intended Use Plan. Contact the NJDEP Bureau of Financing Construction Permits at 609-633-1169 if you are uncertain which form to submit.

Submitting your Letter of Intent: Instructions for completion and links to various other source documents and additional information are set forth in the forms to aid in completion. You will receive an electronic receipt immediately upon your submission of the Letter of Intent. It is recommended that you print out your receipt. If you are unable to submit the form (no receipt generated upon submission), review the form to ensure all required fields have been completed properly (error messages in the fields will identify deficiencies). Upon confirming all fields have been properly completed, click submit again. Please call 609-219-8600 if you have any other questions regarding the forms.

Barnegat Bay Watershed Stormwater Projects: A clean Water Letter of Intent is required for each storm water project in the Barnegat Bay Watershed requesting funding in the SFY2012 Financing Program. As stated in the Barnegat Bay Initiative page of this website, up to $10 million in principal forgiveness loans is available to fund a portion of the project costs for the highest ranked storm water projects in the Barnegat Bay Watershed.

Form of Submission: ** IMPORTANT PROGRAM CHANGE **

1. Project Sponsors are required to mail an electronic copy of the Environmental Planning Document (on cd or dvd rom in pdf format) to the New Jersey Environmental Infrastructure , 3131 Princeton Pike, Building 6, Suite 201, Lawrenceville, NJ 08648; and

2. Project Sponsors are required to mail a paper copy of the document to: Gene Chebra, Assistant Director, Municipal Finance and Construction Element, NJDEP, PO Box, 425, Trenton, NJ 08625.
