Superstorm Sandy Natural Disaster Emergency Financing Program (NDEFP)

Welcome to the New Jersey Environmental Infrastructure Trust's ("NJEIT") web page for the Natural Disaster Emergency Financing Program ("NDEFP") for qualifying local government entities and private entities seeking short-term, temporary funds for wastewater treatment and water supply infrastructure repairs ("Environmental Infrastructure Project") related to Superstorm Sandy.

Working in conjunction with the NJ Department of Environmental Protection ("DEP"), the NJEIT is gathering preliminary information to assess the need for funding to address the damage to sanitary sewer systems and drinking water systems caused by Superstorm Sandy. This information will aid the DEP and NJEIT in asessing the merits of implementing the NDEFP as temporary funding for environmental infrastructure projects whose work comports to the eligibility requirements of the traditional NJ Environmental Infrastructure Financing Program (NJEIFP). The NDEFP is not intended to replace monies available from other federal (e.g. FEMA) or State Agencies. Instead, the NDEFP will supplement available grants or matching funds by providing short-term cash flow relief to qualifying applicants for eventual reimbursement from FEMA of eligible project costs or for roll over into long-term financing. We recommend that all parties interested in the NDEFP first file with FEMA (or other relevant agencies) for funding and/or reimbursement of any costs incurred or anticipated to be incurred to repair wastewater treatment and water supply infrastructure as a result of damage incurred from Hurricane Sandy. NOTE: Not all costs allowed by FEMA may be eligible for financing under the NDEFP eligibility requirements. For such Non-FEMA reimbursable costs, the NJEIT is planning to include short-term loan funds available for such expenses as part of the NJEFP program.

Please note that due to the newness of the NDEFP, portions of this program are still under development and may require the approval of the Governor, the State Legislature, the DEP Commissioner, NJEIT's Board or a combination of such.

Please fill out an initial Declaration of Need Application Survey ("DONA") (see link at bottom of page). The DONA Survey requests abbreviated information such as:

  • Name of Applicant / Sponsor (Municipality, Authority, Water Purveyor, etc.)
  • Applicant / Sponsor Tax ID number
  • Applicant /Sponsor address
  • Location of Emergency Project
  • General description of Emergency Project
  • Estimated Emergency Project Repair Costs (estimates provided by Applicant's Engineering Staff)

Once you submit a DONA Survey, the NJDEP will contact you to discuss your needs further.
